Dave Meadows — Workforce Development Strategist

I’ve spent 15 years inside workforce development — not advising from the outside, but running career centers, designing curricula, managing multi-million-dollar initiatives, and coaching states through federal reentry grant implementation.

I was the strategic advisor for PROWD, the Department of Labor’s reentry initiative, working with 5 of 18 state grantees. I developed career development curriculum that reached 30,000+ Job Corps students across 121 centers. I ran 12-13 Goodwill career centers and learned what happens when new processes meet real frontline staff.

Now I build. I created SkillsDecoder, an AI-powered platform that helps workforce professionals generate employment documents for job seekers facing barriers — without requiring any AI training. I consult with organizations on program design, grant strategy, and how to implement AI tools that actually get adopted.

The combination matters: I understand how programs work on the ground, and I build technology that fits those realities instead of ignoring them.

Before workforce development, I trained as a classical pianist. It taught me something I carry into every engagement: structure and flexibility aren’t opposites. The best programs — like the best performances — are precisely designed with room to adapt.
